JR: Can you comment on the wider relationship between local and international feminist movements, especially in terms of labor organizing?

노동 구성(?) 과 관련하여 지역과 국제적인 페미니스트 운동의 거시적 관계에 대해 말씀해 주시겠습니까?

SF: Capital is international, so activism against capitalism must also be international. This was something we understood when we formed the International Feminist Collective in Padova in the summer of 1972.

자본은 국제적입니다. 그렇기에 자본주의에 대항하는 운동은 반드시 국제적으로 이루어져야 합니다. 이는 1972년 여름 파도바에서의 국제 페미니스트 집단을 우리가 결성했을 때 이미 공유된 생각이었습니다.

Organizing internationally allowed us to develop a stronger critique of capitalism than we could gain from a purely national perspective.


자본주의에 대한 강도 높은 비판은 한 국가 위주의 관점에서보다는 국제적인 조직을 구성하여 전개해야 합니다.

On a day-to-day basis, it meant that our organization focused on what we could do in New York and the United States more broadly, but that we also tried regularly to have international meetings where we could exchange documents and analysis, so that we would have a broader view of the struggles we all shared.

물론 일상적으로 우리 조직은 뉴욕에서 좀 더 넓게는 미국에서 집중적으로 활동하지만, 동시에 문서와 분석 자료를 교환할 수 있는 국제적인 회의를 정기적으로 가지려고 노력합니다. 이로 인해 우리의 투쟁에 대한 좀 더 폭넓은 관점을 가지게 됩니다.

Today, as well, we see the need for international organizing, as is happening around the issue of violence against women.

요즈음 여성에 대한 폭력문제가 전 세계적으로 대두되고 있는데, 이 문제에 관해서도 국제적인 조직의 필요성을 느낍니다.

Violence is not uniform; it affects some women much more profoundly than others.
같은 형태의 폭력도 당하는 사람에 따라 그 영향은 다릅니다. 폭력은 어떤 여성들에게는 다른 여성들보다 훨씬 더 심각하게 영향을 미칩니다.

Clearly violence affects women of color, especially in the United States, much more intensely than it does white women.
확실히 미국 사회에서 유색인종 여성에 대한 폭력은 백인 여성에 대한 폭력보다 그 강도가 셉니다.

Likewise does it affect women in the Global South differently than in the North.
마찬가지로 북반구와 남반구 여성에 대한 폭력은 그 영향이 다릅니다.

And yet as women we all have been raised knowing that we cannot go out at night, that we have to be careful about where we go, when, how we dress because many men will feel entitled to sexually harass us.

남성들이 거리낌 없이 여성에 대한 성적 희롱을 해도 되는 사회에서 여성들은 어렸을 때부터 밤에 나다니지 말고 외출 시에도 장소를 가려가며 갈 곳을 선택하고 옷 입는 방식마저 이러한 상황적 한계를 인지한 채 양육됩니다.

From childhood, women of my generation were prepared for the fact that violence would be an element in our lives, that men in the streets would make humiliating or threatening comments about our bodies, that fathers and husbands could beat us and it would be tolerated.

어렸을 때부터 내 세대의 여성들은 폭력이 우리 삶에 한 요소라는 사실에 대비하여야 했고, 그 폭력은 거리의 남성들로부터 우리의 신체를 조롱하거나 겁주는 언어를 마주하는 것과 아버지와 남편이 우리를 때렸을 때조차 참아야 한다는 것이었습니다.

A key turning point in feminist organizing was the International Tribunal on Crimes Against Women that was held in Brussels in March 1976.

페미니스트 운동의 일대 전환점은 1976년 3월 브뤼셀에서 열린 여성에 대한 범죄 국제 인민 재판소 행사입니다.

Organized by feminists, the tribunal spoke to all forms of violence, not only individual or domestic violence, but also violence related to war and institutional policies.

페미니스트들은 그 기간에 개인이나 가정 내 폭력뿐만 아니라 전쟁과 제도적인 폭력 등 모든 종류에 대한 폭력을 선언하였습니다.


One of the limits of the movement in the United States, however, was that it focused mainly on demanding more severe penalties for the abusers, and often collaborated with the police.

미국에서의 여성 폭력에 관한 페미니즘 운동에 대한 한계 중의 하나는 가해자에 대한 처벌을 강화하는 것을 요구하는 것에만 집중되어 있고 이는 종종 경찰력을 발동시키는 것이었습니다.

This was a mistake.
이는 패착이었습니다.

As black women’s organizations have made clear, more severe penalties end up criminalizing the men of already-victimized communities.

흑인 여성들의 운동이 증명하듯 심한 처벌은 이미 사회에서 차별받는 흑인 사회의 남성들을 범죄의 길로 들어서는 길을 열어 줄 뿐이었습니다.

Today the call—mostly promoted by black feminists—is for restorative justice and community accountability.

Our analysis of violence against women hinged on seeing housework as a form of capitalist production, and analyzing the role of the wage in constructing the whole family’s organization.

여성에 대한 폭력에 관한 가장 주요한 분석은 가사를 자본주의 생산 양식의 한 가지로 보고 임금이 전체 가족의 생활을 관장하는 역할을 한다고 본 점입니다.

We argued that violence is always latent in the family because, through the wage, the state delegates to the husband the power to supervise and control the work of the wife, and the power to penalize her in case she does not perform.

우리는 폭력이 언제나 가족 내에 잠재해 있으며 임금을 통해 국가가 남편에게 부인의 일을 감시하고 통제할 권력을 양도한다고 주장하였다. 그 권력은 부인이 가사를 제대로 수행하지 않는다면 그들을 학대하는 것마저도 포함합니다.

I would describe it as a sort of indirect rule: the state mediates the control over women through the man and his wage.

나는 이를 간접적 지배의 한 종류로 본다. 국가의 여성에 대한 지배가 남성과 그의 임금을 통해 매개되는 것이다.

It is not for nothing that in the 1970s, women on welfare called the state “The Man”!

1970년대에 생활보조를 받는 여성들이 정부를 지칭할 때 “남자”(?) 라고 부른 것은 그냥 한 말이 아니었습니다.

This explains why domestic violence has been tolerated for so long and rarely treated by the state as a crime.

바로 이점이 가정 내 폭력이 그토록 오랜 세월 드러나지 않고 국가 권력에 의해 범죄로 취급되지 않았던 것입니다.

We began to even see rape as a form of domestic discipline.

우리는 벌써 강간도 가정 내 훈육의 한 가지 형태로 보기 시작했습니다.

It is a way of regulating women’s time and space: You should not be out at night alone without your husband, you should be in your house with your children, doing housework, preparing for the next day, etc.

이는 여성들의 시간과 공간을 제어하기 위한 방법 중 하나입니다. 밤에 남편의 동행 없이 나가 돌아다니지 말고 아이들 곁에서 집에 머무르며 집안일을 하고 내일을 준비해야 하는 것입니다.

If you are out, then be prepared, you know The threat of rape is an unspoken discipline on women’s time and space.

그래도 외출한다면 강간에 노출될지 모를 것에 마음의 준비를 하는 것으로 알겠다. 이는 여성의 시간과 공간에 대한 암묵적인 훈육인 것입니다.

We must not forget, also, that violence against women is related to the abuse of children, the other major population that is subjected to violence which is not recognized as such.

우리는 여성에 대한 폭력이 아이들에 대한 폭력과 연관되어 있음을 잊지 말아야 한다. 아이들이 당하는 폭력은 폭력이라고 여겨지지도 않습니다.
Children can be beaten up because, as with women, the state accepts that this is a necessary way of disciplining them, to prepare them for future forms of exploitation.

국가는 그들이 미래에 당할 착취에 적응시키기 위해 여성처럼 아이들이 맞는 것을 훈육의 필요한 방식으로 용인합니다.


And violence against women is continuous with violence against all black people, women and men, though from slavery to the present this has taken much more brutal, destructive forms.

여성에 대한 폭력은 흑인 전체 즉 흑인 여성과 남성에 대한 폭력과 이어지는데, 노예제를 거쳐 오늘날에 폭력은 더 잔인하고 파괴적인 형식으로 자행되는 모습입니다.

Violence is always necessary to force people to accept a subordinate place in society, to impose intense forms of exploitation.

폭력은 언제나 사람들에게 주변적 지위로 밀려나는 것을 받아들이게 하고 강도 높은 착취를 가능하게 하는 데에 필수적인 수단입니다.
