What is at stake in the contemporary life sciences?

It seems quite clear to me and many other theorists that there is a question of political economy that needs to be addressed, the question of a growing entanglement between the scientific production of life in vitro and the dynamics of a capitalist economy, but the nature of this entanglement needs to be thought further.

We hear of the growing commodification of life, of the effects of patent law on the availability of drugs, of the transformation of persons into things, but it seemed to me when I wrote this book that there was something more to be said about the relationship between biological life as an experimental artefact and the dynamics of capital accumulation.

In other words, it seemed to me that advances in the life sciences, along with new legal definitions put forward to capture or regulate them, also entailed a rethinking of the established categories of political economy.

It was not enough to denounce the commodification of life or the effacement of the legal distinction between persons and things, because these categories failed to capture what was new about the life sciences as they had developed after about 1980.

Older biotechnologies such as organ transplantation and blood transfusion had already led to situations that could be analysed as a commodification of life that is a rendering of body fluids and parts as abstract, exchangeable equivalents, suspended in time and transferable across bodies, a rendering that could also lead to the exchange of these body fluids and parts for money.

But what I saw in the contemporary life sciences was something a little different.

It seemed to me that what we encounter here are processes of self-regeneration or auto-valorization, to use a term from Marxist political economy, where what produces and is produced is always in surplus of itself, proliferative, over and above the production and exchange of equivalents.

This is visible, in the first instance, in the actual material and experimental artefacts of the life sciences – immortalized cell lines, quasi-cancerous growths, and parthenogenetic conceptions – what we might call states of permanent embryogenesis.

The field of embryonic stem cell research can be seen as exemplary in this regard.

There are many different lines of research in this field, obviously, and embryonic stem cell research is the most constrained in terms of regulation, but it seemed to me that an overarching inspiration and horizon of enquiry here is the idea of returning the cells of the body to a state of embryonic incipience, that is to an emergent state where they are capable of both regenerating themselves and becoming any one of the differentiated forms of cell that constitute the body.

Embryonic stem cell science produces an experimental, in vitro body that is in a state of permanent embryogenesis.

This cellular culturing of life is not necessarily en route to becoming an organized body (although it may well be used in this way in reproductive medicine) but can be provoked to generate any one of the body’s specific cell types for the purpose of therapeutic repair.

But we can also speak of self-regeneration or auto-valorization at another level – the economic and the legal.

From about 1980 onward, with the landmark Diamond v. Chakrabarty case, in vitro experimental life forms such as genetic sequences, genetically modified animals and cell lines were progressively redefined as inventions, a very specific legal term that places them under the category of patent law.

What is taking place here is a merging of the concept of legal invention – which also defines the legally permissible reproduction of this invention – and the process of biological reproduction or regeneration.

The reproduction of a legal invention entitles the patent holder to royalties – a form of interest.

When an experimental life form is patented, this means that the patent holder is liable to earn royalties whenever this life form reproduces itself.

This may occur in vitro or in vivo but which under particular circumstances occurs automatically because the invention in question is, after all, a living thing.

So in 1998 Monsanto took a Canadian farmer to court, arguing that he should be forced to pay royalties on the genetically modified seeds that had blown in from a neighbouring field and contaminated his crops.

What is going on here in economic terms?

A legal patent does not transform the patented object into a commodity but rather into a stock of capital or a financial asset, which is defined by the fact that it generates a stream of income in the form of interest, royalties or dividends.

In terms of Marx’s theory of value, a commodity can be defined as an exchangeable equivalent, but a financial asset is defined as “self-valorizing value.”

Marx has a wonderful metaphorical imagery for talking about self-valorizing value.

In fact, all of his imagery is deeply coloured by the life sciences so when he addresses the question of capital and how to define it he evokes the figure of self-regenerative life, hovering somewhere between the monstrous and the miraculous.

To quote Marx: “Value is here the subject of a process in which, while constantly assuming the form in turn of money and commodities, it changes its own magnitude, throws off surplus value from itself considered as original value, and thus valorizes itself independently. For the movement in the course of which it adds surplus-value is its own movement, its valorization is therefore self-valorization…By virtue of being value, it has acquired the occult ability to add value to itself. It brings forth living offspring or at least lays golden eggs” (Marx [1867] 1990, 255).

Obviously the idea that the interest-earning capacities of a financial asset can be compared to a form of self-regenerative life is merely metaphorical in Marx’s work.

The very notion that in vitro life forms could be sustained and cultured outside the organism, as a kind of self-animated technology, was unknown in the nineteenth century.

As the anthropologist Hannah Landecker has explained, it was only in the first decades of the twentieth century that we saw the emergence of non-organismic living technologies, when scientists first began to culture cell lines in vitro, outside the environment of the organism.

Up until this moment, technology was inorganic or dead and labour was living and organic – and these distinctions are very much at work in Marx’s writing, where we find the notions of dead and living labor, organic and inorganic capital.

What is fascinating about the contemporary life sciences then, what is fascinating when we look at them in light of Marx’s theory of capital, is that his definition of capital as self-regenerative life has ceased to be metaphorical.

In a very precise sense, what is at stake in the contemporary life sciences and their commercialization is the effort to transform self-regenerative life forms into interest-earning stocks of capital.

In more conventional economic terms, you could define these as financial assets.

Of course this particular process of capitalization was by no means specific to the life sciences.

Beginning in the 1980s, the US economy as a whole underwent a series of shifts that are sometimes summarized by the term “financialization.”

What we see here is a dramatic shift in monetary policy whereby the central bank became very disciplinary in its efforts to suppress wage and consumer price inflation but very relaxed with regard to the inflation of asset prices.

In fact, the defining feature of neoliberal monetary policy is the effort to promote the continuous inflation of financial assets – whether these be stocks and bonds, housing, or intellectual property such as patents.

As income from wages were suppressed, the growth of income from capital in the form of interest, rent or royalties was actively cultivated.

So in the same way that we have seen a dramatic inflation of property markets in this era, we have seen a similar growth in the value of intellectual property.

In this context, it made sense that investors would focus their efforts on accumulating financial assets rather than investing in industrial infrastructure or factories or a long-term, secure workforce.

What was novel about the biotech industry was simply that these asset accumulation strategies were extended to biological life forms.

All of this required a lot of effort on the part of government and the courts to provide the right environment for investors: at the height of the stock-market boom of the 1990s, the US nurtured a vigorous venture capital market which allowed investors to kick-start very early stage biotech ventures in the expectation that they would earn high returns when the biotech enterprise went public on the NASDAQ – the market for technology stocks.

The profits earned by venture capitalists were in turn sustained by the expectation on the part of investors that the patents on biological life forms would yield a constant and rising stream of revenue.

But to move on a little, in writing this book, I was also interested in the question of self-valorization at a more systemic level.

I was interested in the fact that Marx’s definition of capital, as self-valorizing value, could also apply to capital at a world-systemic level, that is, to the global economy of sovereign debt and world money.

The reproduction and renewal of US Treasury debt as a global safe asset since 1971 – when the US abandoned the dollar gold standard and floated the dollar –is sometimes described as a system of autogenerative money, in which the US as economic and imperial power is able to issue and market its own debt and thus to sustain spending at the expense of the rest of the world, which has little option but to invest its surplus dollars in US Treasury bonds, which remain the safest of global assets.

Again we find a very interesting intuition of this situation in Marx’s work, particularly in the Grundrisse, where he is attempting to define the dynamics of capital at a world-systemic level.

Here Marx imagines capital as a process of self-valorization that tends to include the globe in its systemic embrace, a proliferative movement of debt-based autopoesis that recognizes no finite limits to its expansion – either in space or time.

It seems to me that this description of the globalizing ambition of capitalist expansion is very closely realized in the contemporary form of US-centric debt imperialism.

This organization of US sovereign debt, I want to argue, not only generates a particular kind of monetary imperialism, but also a specific temporal imaginary which makes it very difficult to imagine finite limits in time and space, and almost impossible to imagine the depletion of resources.

Unconsciously, I think, the temporal imaginary which informs our contemporary moment, an imaginary that can be found across the most diverse disciplines, is shaped by the peculiar dynamics of US capitalism, which after all draws all national economies in its wake a bit like a moon pulling the tides.

When universal time is thought by analogy with sovereign debt, it appears to become self-regenerative or auto-poetic in the manner of US Treasury debt and therefore presents itself as inexhaustible.

It seems to me that this imaginary goes some way toward explaining the endlessly oblivious and delusional character of popular political opinion in the face of climate change and ecological devastation more generally.

I use the word “delirium” in this context because I don’t think the concept of fantasy or market-fetishism quite captures what is at work here.

Freud tells us that the psychotic delirium, as opposed to the neurotic fantasy, is crucially concerned with the breakdown and recreation of whole worlds.

Delirium has a systemic and ontological ambition which needs to be distinguished from the representative logic of the fantasy.

There is an effort to refashion the world not simply interpret it.

In this respect, the concept of delirium, if we take it outside the immediate clinical context of psychoanalysis, has obvious affinities with Marx’s reflections on the self-transformative, world-expansive tendencies of capital.

But delirium is no less evident in the rhetoric of the bio-revolution, where speculative meditations on the future of life on earth are never far from the agenda.

This rhetoric isn’t merely peripheral to the real business of the life science industries--the delirium of contemporary capitalism, I want to argue in this book, is intimately and essentially concerned with the limits of life on earth and the regeneration of living futures--beyond these limits.

The response of American capitalism to the environmental movement – and to the multiple environmental crises of the 1960s and 70s – is exemplary in this regard.

Consider the landmark Report of the Club of Rome on Limits to Growth, published in 1972.

This report was a guiding document of the environmental movement: it detailed the multiple irreversible losses and ecological costs of the Fordist mode of production.

It spoke of polluted soil, air and water, of chemical toxicities in pesticides and in the food chain.

It spoke of galloping rates of extinction.

It was one of the first documents to seriously speak of climate change or global warming.

And it adopted a systems perspective that saw the biosphere, the ocean and geology of the earth as intricately entangled and liable to system-wide breakdown.

The focus on the earth as system was relatively new.

But in positing limits to industrial growth, the report harked back to a much older tradition in political economy, the tradition that from Thomas Malthus to William Stanley Jevons to Nicholas Georgescu-Roegen insisted that quantitative economic growth would at some point come up against ultimate, finite limits to its further expansion.

Marx was always very sceptical about limits to growth theories for both political and analytic reasons.

First of all, theories like those of Malthus were often informed by a deeply conservative perspective on demographics and population that located the production of scarcity in biological processes and thus naturalized them.

At an analytical level, Marx thought that the postulate of limits to growth failed to appreciate what he saw as the propensity of capital to perpetually drive beyond established or actual limits to growth through the speculative conjuring of new modes of production and new frontiers of accumulation.

As a specific kind of systems-formation and a specific mode of calculation, Marx was arguing, capitalism is not even capable of registering external limits to its further expansion – it recognizes only one limit, its own need to produce surplus value, that is profit or capital gains, from any mode of production, but is regularly driven to abandon existing modes of accumulation in favour of new ones.

This perspective helps to understand the official response – or rather non-response - to the Club of Rome report in the years that followed.

The 1970s were a period of crisis for the American petrochemical and pharmaceutical industries – the mainstays of Fordist mass production.

But this crisis was felt primarily in the form of declining profits rather than ecological threat.

As is well known, American industries in general began to experience falling profits in this era as Japanese and European exports became increasingly competitive in international markets.

Especially hard hit was the whole arena of chemical production, which extended from plastics and fabrics, to fertilizers and herbicides to the pharmaceutical industry – the very stuff of Fordist mass manufacture and monoculture.

The American petrochemical industry had flourished as a mass producer of tangible commodities after World War II but by the 1970s was faced with steeply declining profits, which were only exacerbated by the oil price shocks of 1973 and 1979.

Around the same time, the profits that had come from exporting Green Revolution monoculture and chemical herbicides to the developing world were beginning to fall, at least partially as a result of their devastating environmental consequences.

Within the United States itself, mounting pressure from the green movement, combined with increasing governmental regulation, meant that chemical industries were being forced to internalize the costs of their own waste production.

So if environmental limits were being recognized, it was only to the extent that these translated as limits to profitability.

The American pharmaceutical industry was similarly affected by a crisis of profitability at this time, in particular because the costs of new federal regulations introduced in the wake of the Thalidomide scandal.

So it was in response to the commercial limits posed by regulation (rather than ecological limits per se) that the petrochemical and pharmaceutical sectors began to reorganize, to seek new frontiers of innovation that might allow them to reinvent themselves in a new, more profitable form.

It is at this point that these sectors start to look toward molecular biotechnology and new biotechnologies in general as a way of offsetting their declining profits.

So the 1980s was a period in which the American petrochemical and pharmaceutical industries embarked on a kind of self-imposed make-over, reinventing themselves--at least prospectively--as purveyors of the new, clean life science technologies.

By the early ’80s, all the major chemical and pharmaceutical companies had invested in the new genetic technologies, either through licensing agreements with biotech start-ups or by developing their own in-house research units.

Even a notorious toxic-waste offender such as Monsanto was convinced that the extractive, petro-chemical industries that had fuelled the boom years of the Fordist economy were destined to be subsumed within the new paradigm of post-Fordist bio-production.

It’s at this point that we see companies like Monsanto experimenting with all kinds of novel ways to reincorporate their former investments in petro-chemical processes into the ambit of bio-molecular science, taking the lead from recent successes in recombinant-DNA and availing themselves of new patent laws.

The commercial calculus was straight-forward--instead of profits from mass produced chemical fertilizers and herbicides, commercial agriculture would displace its claims to ownership onto the actual generation of the plant, transforming biological production into a means for creating surplus value.

Moreover, it was predicted that biotechnology would expand the geological spaces open to commercial agriculture, making it possible to create plants that would survive on arid land or flourish in the degraded environments created by industrialized agriculture.

The idea was that biotechnology would not only allow the old petrochemical sector to overcome the limits of industrial production and escape the costs of pollution, but also that it might eventually turn the waste products of industrialism into new sources of value generation.

Hence we find the idea of bioremediation - the idea that life itself would soon be put to work to metabolize and remediate all kinds of industrial waste, from chemical pollutants to nuclear fall-out.

In short, the geo-chemical laws ruling over Fordist industrial production would be replaced by the much more benign, regenerative possibilities of bio-molecular production.

Let us be very clear – when we talk about the tendency of capital to drive beyond limits, what we’re talking about are limits to profitability, not limits to environmental sustainability or the inhabitability of the earth.

What this has meant in practice is that companies have often used new biotechnologies as a way of diversifying their profit sources, without actually overcoming the polluting effects of petrochemicals.

A case in point here is Monsanto’s genetically modified soybeans, which were first introduced in 1994.

These soybeans were engineered to be resistant to a chemical herbicide that was also produced by Monsanto.

So it meant that farmers were using even more herbicides than in the past and that herbicide resistant weeds evolved very rapidly – in fact these mutations very conveniently drove successive updated versions of Monsanto’s genetically modified crops.

The process by which one sector of capital pushes beyond limits to profit in no way invalidates older methods of production, which may continue to be profitable at other levels of the global production chain.

So in the very same period that we have seen a push to move into the frontier of green or bioproduction, we have also seen an intensification of fossil fuel extraction.

The rise of China has spearheaded a massive resources boom and in countries such as Australia, a renewal of old efforts to dispossess indigenous people of their land.

The rising political costs of trading with Saudi Arabia has driven the United States to repatriate much of its fossil fuel production and to invest in new, highly polluting modes of extraction such as hydraulic fracking.

We are seeing a kind of Cold War race to appropriate the deep sea resources that are expected to become available with the melting of the polar ice caps.

This last example perfectly encapsulates the delirious character of the capitalist calculus of limits – the impending ecological crisis represented by the melting of the polar ice caps is here registered as the opening of a new frontier of resource extraction, even though this very method of resource extraction threatens the sustainability of human life on earth.

How are we to respond to all of this?

We are seeing, quite rightly, a renewal of old movements to protest the resurgence of the extractive industries, fights over land rights and over industrial pollution etc.

And in a sense the repatriation of fuel extraction to places like the United States and Australia is a positive move, in that it forces those who use the most energy to confront its effects in their own backyard.

The devastation wrought by energy extraction has not become worse, it has simply come home to remind us that it was never overcome.

The need to develop new sources of energy and food production is as urgent as ever then.

Yet it is important remind ourselves that most of the alternative forms of energy being developed, even in the most speculative ways, entail their own forms of exclusion and appropriation.

Witness the worldwide food shortage created by the boom in biofuel production.

It is also important to remember that in the current conjuncture any source of energy that cannot be captured in the legal form of a financial asset, any form of energy that doesn’t lend itself to the extraction of interest or royalties, is precluded from state investment and further exploration.

The environmental and health costs of energy innovation will never be addressed as long as limits are only calculated in an economic register.

Here we return to a question that was at the heart of economic debate at the end of the Great Depression and which is returning to the table in a context of so-called “secular stagnation,” where economic growth seems to have stalled indefinitely.

This is the question of how to finance and protect public or common resources, from energy to environmental resources and infrastructure.

There was a certain recognition, after the Great Depression, that resources such as water needed to be provided for free or subsidized, that is precluded from private appropriation, if we were not to deplete them entirely.

In fact, there was a recognition that economic growth itself depended on the public provision of such resources, even though left to itself, private enterprise would never agree to such an arrangement.

There is a notion of gratuitousness and freedom at work here that actively precluded the private appropriation of resources.

And yet the 20th century notion of public infrastructure was confined to the nation-state and therefore actively ignored the global, non-linear consequences of industrial production – the possibility that is, of climate change as a systemic event wrought by the cumulative side-effects of burning fossil fuels.

Today we need to renew the call for the deprivatization of natural, biological and biospheric resources and yet we can no longer assume that these resources are containable within the space of the sovereign nation or indeed that they constitute a resource as such, extraneous to human existence.

What used to be called infrastructure is infra in the sense of being internal to us, constitutive of our existence, and connective beyond the structure of the nation state, across national and species boundaries.

How this infrastructure can be shared and renewed without further aggravating depletion or systems breakdown is the critical question before us.

This cannot only be a question of sharing so-called resources but also must involve a sharing of the many sedimented toxicities that have been left behind by the extractive industries and the incalculable exposures that lie before us as a consequence of climate change.

The one thing we can be sure about today is that the risks of environmental destruction are not being shared equally among us, that these risks are borne disproportionately by the racialized poor and the former colonies of the world.

It is a question then not of pre-empting and overcoming incalculable risks through the endless positing of a new horizon of accumulation, but of redistributing the risks we cannot avert.
