The Logistics of Life and Death: Cartographies of Empire, and Beyond

I am deeply grateful to Galmuri for translating the book and for organizing this event today. It is an honour to share some of my work with you today as a way of opening up the Deadly Life of Logistics – both the book and the relations in the world.

For the last few years I have been interested in the question of empire in the present.

Focusing on questions of goods movements as I have, may not seem obvious place to start.

In this era of the financialization of life which is simultaneously an era of digitization, cargo seems so uninspired.

Why would anyone want to focus on the banal, seemingly straightforward world of goods movement in an era where we are stunned by the near instant, seemingly immaterial, movement of capital around the world?

My focus on the material comes in part from the approach I take to questions of the economy.

That is, I approach economy asking about the limits of the consensual. From the perspective of security.

Asking about empire requires that we question the edges of legality, the exceptions to the rules, and the rules that make the exceptions.

And warfare, of which security is something of a special branch, is a big exception made by the rules.

When you look at the world from behind borders (of many kinds) you cannot fail to see bodies and commodities.

Borders are all about moderating the movement of particular kinds of flow.

And it is not only the persistence of longstanding, profoundly material question of goods movement that is a central problem of government today, but we can trace newfound forms and complexities to the problems of the circulation of stuff that make logistics so pivotal.

These questions are the how of empire.

When I looked around with these questions in mind, I began to see logistics in all sorts of places.

I started to see our era, and our empires, as profoundly logistical.

I also came to believe that logistics industries, logistics infrastructures, logistical warfare and logistical forms of calculation, offer us a map of contemporary imperialism.

In a sense, I ask: ‘what happens if, instead of ‘following the money’ in our analyses of local and global power, we follow the circulation of stuff?’

This includes the movements of commodities that makes the capitalist circulation of value possible, but it also includes the distribution of the necessities of life that distributes life itself and its collective reproduction so unevenly.

I suggest that when we do this, we are much better equipped to map contemporary imperialism… not as an abstract system, but in the specific violence it enacts over a complex network of actual lived spaces.

When we do this we are also able to better see creative forms of resistance, contestation and alternative futurity. And here is another place where I want to push a bit again today.

Some exciting debates have emerged over the last few years about the project of ‘counterlogistics’.

Most of these debates center on the emancipatory potential of capitalist technologies, asking whether the (class) politics of disruption, understood as interrupting or blockading the flows of goods, can remake the relations of logistical production.

These are crucial questions, but a little more specific or confident than mine.

My own experience with disruptive movements and engagement with feminist and queer politics demand a lot more questions about the who and the how of disruption and, like Toscano suggested in 2014, require an engagement with the reproductive (social, intimate, biological) relations of production.

This means foregrounding the imperial politics of a war machine that we may know as the racial state and racial capitalism, as well as the settler colonial relations upon which logistical infrastructures are built.

It also means acknowledging that a logistical society remains tightly tethered to biopolitics that sustains and provisions some lives at the expense of others.

I will end my talk today by looking to the brilliant work of North American, Indigenous, Two Spirited artist Kent Monkman explore how this second push is profoundly related to the first.

Monkman offers us a form of futurity that is not just about ‘the economy’ and class struggle but which sees social reproduction, everyday spaces, and desire as necessary sites for radical transformation.

1. PANAMA PAPERS

I want to start with the revelations of the last couple of months that emerge out of the release of the Panama papers.

Where better to start a talk on the circulation of physical, material stuff than with the seemingly immaterial flows of wealth.

The leak of thousands of confidential documents from Panama law firm Mossack Fonseca has exposed some of the sordid details of the making of the 0.01% through complex manipulation of uneven legal geographies.

In addition to notorious individuals named in the files, American corporations have, according to The Atlantic, “stashed billions of dollars via more than 1,500 subsidiaries in tax havens.”

In one of the more helpful analyses to emerge so far, Oxfam highlights that, “in 2012… American corporations shifted between $500 and $700 billion in profits from countries where their real economic activities took place to countries where lower effective tax rates apply. That year US multinational companies reported earning $104 billion in profits in Bermuda alone, 1884% of the country’s GDP, “costing the US government $111 billion each year in lost revenue.

Oxfam also highlights some of the immediate implications of this legal theft from the heart of Empire:

In 2014, facing demands to slash spending on anti-poverty aid, the US Congress cut food stamps by $8.7 billion, causing 850,000 households to lose an average of $90 per month. “Since 2010,” the report highlights, “federal policymakers have cut 85% of US federal programs supporting low income families.”

Some of the most reprehensible findings so far highlight the scale of dispossession on the African continent where, “G7 based companies and investors cheated Africa out of an estimated US $6 billion in 2010 through just one form of tax dodging... This is equivalent to three times the amount needed to plug the healthcare funding gap in Ebola affected countries of Sierra Leone, Liberia, Guinea and Guinea Bissau.”

For some, it is the scale of the figures that is shocking, for others it is the legality of all this that startles.

And then for some of us, it is startling simply to see the mainstream media reporting what many have known for so long…. that the contemporary economy is based on theft – of workers wages, of indigenous peoples lands, of global south and racialized peoples’ lives.

Mainstream media is after all one of the sites of the greatest concentration of corporate wealth.

Also not surprisingly - one of the world’s largest corporations was named in the Panama Papers for hiding some of the largest stores of wealth in tax havens.

Walmart has close 5000 stores in the US, and over 11,500 retail units ‘under 63 banners in 28 countries’.

They directly employ 2.3 million ‘associates’ around the world.

Walmart workers are subsidized by US taxpayers to the tune of more than $6 billion a year, in public nutrition, health care, and housing assistance programs.

Even before the Panama Papers – research by the United Food & Commercial Workers International Union found that Walmart hides over $76b in offshore tax havens.

UFCW reports that units in Luxembourg — where the company has no stores — reported $1.3 billion in profits between 2010 and 2013 and paid tax at a rate of less than 1 percent.

The UFCW further highlights that nearly a decade ago, Wal-Mart ran into trouble over strategies to avoid U.S. state income taxes.

It used a real estate investment trust to pay rent to itself, generating big tax deductions, even though the rent payments never left the company.

At least six states changed their tax laws after publicity about the tactics.

Since then, Wal-Mart has stepped up its use of offshore tax havens.

It has created 20 new subsidiaries in Luxembourg alone since 2009.

Walmart is perhaps even more famous for manipulating complex cartographies of regulation and uneven development in the sphere of labour.

Walmart is the mascot of flexibilization through space.

It is worth highlighting, and not surprising that this penchant for manipulating space to its own financial advantage is walmarts primary industry… not just in avoiding taxes but in accumulating capital.

Walmart as logistics company – not just retailer.

It is a company that specializes in the management and coordination of goods circulation.

2. A fiNANCIAL flag of convenience /

And in fact, the movement of capital documented in the Panama Papers is built on the legal strategies of elites to remake the world of global shipping decades ago- strategies upon which the world of logistics – and globalizing trade – is organized.

The tax evasion documented in the Panama Papers might be better thought of as the financial flag of convenience.

It borrows its logic and form from much older strategies in the shipping industry for legally hoarding wealth by shifting its geography.

The Flag of Convenience remade the law or more specifically, remade legal space, to make these practices legal.

The world of logistics and logistical corporations like Walmart were literally built on the flag of convenience.

To see the implications of this demands that we shift from an imaginary of immaterial flows of digital capital to thinking about the very material circulation of commodities.

Strangely, but perhaps not coincidentally… this also entails a return to Panama - a country carved out by the United States precisely for control of the canal corridor.

The Panama Papers expose tax sheltering schemes that were developed in the 1970s by the US govt and financial companies, but many decades earlier it was in Panama that the legal capacity to delink the geography of ship ownership from the legal geography of regulation were disaggregated through the FOC – formally known as the Open Registry.

The history of Panama as a tax haven began in 1919 when US firm Standard Oil experimented with escape “Open registries” or “flags of convenience” to escape US taxes and regulations.

Other US ship owners followed, seeking to avoid higher wages and better working conditions won by labor militancy in the industry.

By 1949 Panama - had already become the fourth-largest shipping nation, following the United States, the United Kingdom, and Norway—yet, the vast majority of registered ships were American owned.

Today Panama has more ships registered than China and US combined.

Panama now has the largest registry in the world.

By last year, almost three quarters of the world's fleet was registered under a flag of a country other than its own.

Flag of convenience shipping enabled firms to radically cut costs through international sourcing of labor and manufactured goods by making it easy to swiftly lower transportation costs.

Writing in 1969, Guy Heineman and Donald Moss explained that flags of convenience offer ship owners advantages including “immunity from direct taxation, lower repair costs, circumvention of strict Coast Guard safety requirements, and avoidance of high wages paid to American seamen.”

More recently, Edna Bonacich notes that this became a tool for companies to “escape U.S. regulation and strong seafaring unions” and select countries with “weak to nonexistent” laws on the books.

Barton (149) asserted the significance of the flags of convenience debates, which “traditionally only concerned shipping but now has wider ramifications in terms of the globalizing of other sectors.”

The radical transformation in the geography of shipping regulation “has provided a model of interstate failure to regulate flexible, globalizing, geoeconomic forces.”

By allowing firms to geographically circumvent “nation-state legislative and economic controls, the Open Registries issue provides an intriguing yet disturbing example of the problems of international agreement and international management of the transboundary geoeconomic ecumeme” (Barton 1999, 149).

“Beyond the purely economic benefits,” Barton (1999, 148) asserts that flags of convenience “provide an advantageous blanket of anonymity for ship owners since the associated difficulties of the investigation of shipping casualties and the tracing of owners, holding companies and operating companies makes for a complex web that international maritime agencies are left to unravel.”

While US imperialism has been persistently contested in the region since the land grab from Columbia that allowed for the creation of the Panama canal zone under US control, maritime workers around the world also fought these specific developments since the 1950s.

The Seafarers International Union and National Maritime Union launched a global boycott of vessels in 1958, which had most impact within the United States, “where 129 vessels were picketed, rendering the docks around these vessels unworkable when other dock workers refused to cross the picket lines.” After another round of actions in 1961, the US president issued a Taft-Hartley injunction in order to break eighteen days of disruption to the industry.

The expansion of flags of convenience was not only protected by the U.S. government but actively engineered by the same.

Cafruny (1987, 94) outlines how an active coalition between “extractive multinationals, large independent shipowners, and the executive branch”—“implicitly endorsed” by the inactivity of Congress—established this powerful precedent.

The FOC allowed for a kind of offshoring of the industry upon which the offshore economy was built.

Today between as much as 90% of trade moves through maritime space, so the ability to offshore this mobile industry to take advantage of the world’s dramatic inequalities… deepening them in the process… was pivotal.

And indeed, logistics is not just moving stuff around, but remaking the space of legal jurisdiction for desired forms of circulation.

I explored this in the context of the ‘crisis of Somali piracy’ in my book.

3. [the logistics revolution] /

The world of logistics and logistical corporations like Walmart were literally built on the flag of convenience.

Indeed, the FOC was a crucial technology (along with the shipping container and the computer) for the revolution to come.

I have spent some time in past work trying to wrap my head around events in the 1960s and since that are usually called ‘The Revolution in logistics”.

This revolution of the post WWII period transformed geographies of trade, not simply by coordinating the movement of production to new and distant places.

Rather, production itself was systematized; disaggregated into component parts and distributed into complex geographical arrangements.

The supply chain now supersedes the factory.

In a sense – the vast logistical network – the supply chain – IS today’s factory- the factory is now ‘stretched’ across a highly uneven economic and political geography.

It is oft repeated that competition today takes place on the basis of supply chains not individual firms.

This revolution took shape through deliberate learning across corporate and military worlds.

Logistics on the rise in the battlefield for some time.

Modern military logistics – strategy – tactics, especially as a feature of the growing technological complexity of warfare and the rise of POL.

The second world war… Korea – mass war, multiple fronts, POL… logistics.

But while the revolution in logistics gave us the very particular conditions of early 21st century global supply chains, what Anna Tsing calls ‘Supply Chain Capitalism”, it is no accident that the supply chain of contemporary capitalism resonates so clearly with the supply line of the colonial frontier.

It is not only striking but diagnostic that old enemies of empire—“indians” and “pirates”—are among the groups that pose the biggest threats to the “security of supply” today.

4. follow the STUFF /

Despite a recent flurry of activity in expanding and securitizing logistics workers and infrastructures, concern for the systemic vulnerability of logistics systems is not new.

Logistics has a long history in warfare that dates back at least to Alexander, if not Sun Tzu.

Logistics played a fundamental role in making the map of Europe, in European imperialism in Africa, South and East Asia, and the maritime corridors in between.

So too the colonial settlement of North America was a profoundly logistical project.

Stefano Harney suggests that the first large-scale exercise in logistics was the Trans-Atlantic slave trade.

And remember, this was legal – ‘regulated’.

Legality is not ethics, morals, or justice.

Law is an infrastructure of social order.

It can be challenged and transformed but it responds to relations of power in the present in sculpting particular futures.

But just to make some of this more concrete I want to come back to the idea of following the commodity instead of the money.

If I had more time, we could follow some stuff as it is moved and remade around the world in order to trace the organized violence that underpins logistical flows.

But this would be limited because routes can be changed all the time as logistics companies play actual places off each other.

Instead I will just briefly highlight some flashpoint spaces.

The ‘Logistics City’ – Basra, Dubai /

The convergence of war and trade in urban infrastructures.

The conversion of military detention facilities to logistics cities (eg- Basra Logistics City) that make use of the physical infrastructure for expediting logistics labour, but that also exploit the security infrastructure to keep locals people out.

The Maritime Corridor – The Gulf of Aden & the Suez

The making of new political spaces that are policed intensely by a range of national governments using police and military force in response to a so-called 'crisis of piracy'.

Transit zones like the one in the Gulf of Aden reveal how advanced capitalist states like Canada and the US treat these maritime spaces as 'internal' to domestic supply chains, and requiring military intervention to protect commodity flows.

The Maritime Corridor - The Panama Canal

The expansion of 'global infrastructures' like the Panama canal have relied on both the dispossession of indegnous peoples and the displacement of residents in the community of Colon, in processes reminsent of US urban renewal projects.

The National Border - Ports and 'Seam' Space

The securitization of the border spaces and those who labour in them.

Aggressive national security policies developed over the last 15 years target workers and create new legal spaces that are subject to a mixture of domestic and international law and policing.

Part of the reconfiguration of national security around a networked, supply chain model and geography that articulates in complicated ways with territorial models of national security.

5. The Rise of Civilization /

I want to turn now for the last section of my time with you to the incredible work of Kent Monkman and his bold recent installation The Rise of Civilization, that opened in Toronto in the fall of 2015.

Monkman – a Two-Spirited Cree artist, who works in video, installation, performance and paint, was invited to undertake this high profile work in an unlikely place – a ceramics museum.

I say this is an unlikely place because Monkman is known for his intransigence, playfulness, and in-your-face queerness as he engages first and foremost the ongoing violence of North American (settler) colonialism.

The ceramic museum is known for its excellent collection of antique teacups.

Not only does Monkman’s work take on hard topics – of cultural genocide, of racism and sexual violence, but his work is made even more edgy by its flamboyantly queer lens.

Monkman’s work has been called “both kitsch and caustic.”

Noted for being “charged with homoerotic tension that notably echoes a desire — often troubled and malevolent —for the Other… the artist’s work upholds that the sexual oppression of the First Nations people went hand in hand with racial oppression,” (De Blois 2009).

For instance, In one thread of Monkman’s work - Dance of the Berdashe – Monkman revisits 19th century painter and pseudo-enthnographer George Caitlin’s fascination and disgust with the Berdashe tradition -

described by Catlin as “one of the most unaccountable and disgusting customs that I have ever met in the Indian country...and where I should wish that it might be extinguished before it be more fully recorded.”

In response, Monkman offers his own ‘Dance of the Berdashe’ – which features the inimitable Miss Chief.

Monkman’s alter ego – Miss Chief Eagle Testikle - is often featured in his work and she brings a sense of the fabulous and the absurd to these tough topics.

“He’s dealing with a very brutal and violent history of oppression, but the first layer is this campy humour.

That’s how he gets you in, and that’s where the conversation starts.”

Monkman has been described as “an anthropologist of anthropology,” fascinated with the production of colonial vision through white settler representations of indigenous peoples, and with undoing this vision through his own brand of queer rearranging.

Monkman embraced the irony of the invitation to a seemingly staid ceramics museum, even titling one of the pieces in the exhibit ‘Bull in a China Shop’.

(Bull in a China Shop) :

And indeed, the installation goes for the ceramic lover’s jugular, provoked by Monkman’s meditation on the colonial history of bone china, of which The Gardiner Museum holds over 300 pieces from the nineteenth century.

The Rise of civilization occupied the entire space of an enormous room.

Like the title of the work, the installation unfolds on a vast scale, anchored by a giant cliff that rises out from the floor a dozen feet into the air.

At the top of the cliff stands Miss Chief Eagle Testikle, tall, in red gown and headdress, gesturing forward.

Life sized stuffed bison surround mischief, one leaping into the air.

The installation retells the story of the colonial decimation and near extinction of the bison population in North America.

In just a few short decades, European settlers killed 50 million bison, destroying the herds, and the lives of the peoples that relied on them.

The bison were killed as part of a land grab, they were killed for their furs and bones, but most importantly here is that the bison were killed in order to exterminate indigenous people.

“Kill every buffalo you can! Every buffalo dead is an Indian gone.” - General Custer

And kill they did.

Sherman told Grant the year before, “we must act with vindictive earnestness against the Sioux, even to their extermination, men, women and children.”

When Grant assumed the presidency in 1869, he appointed Sherman Commanding General of the Army, and Sherman was responsible for U.S. engagement in the Indian Wars.

The railways were central in the simultaneous slaughter of the bison heards and the fragmentation of indigenous lands.

According to the Smithsonian, “the massive slaughter” was “made possible by the railroad.”

“Nearly every railroad train which leaves or arrives at Fort Hays on the Kansas Pacific Railroad has its race with these herds of buffalo; and a most interesting and exciting scene is the result.

The train is “slowed” to a rate of speed about equal to that of the herd;

the passengers get out fire-arms which are provided for the defense of the train against the Indians, and open from the windows and platforms of the cars a fire that resembles a brisk skirmish.”

By the late 19th century there were only 300 bison in the wild, and this was in effect the end of the Indian Wars.

Indigenous people who survived were pushed onto reserves.

“We took away their country and their means of support, broke up their mode of living, their habits of life, introduced disease and decay among them, and it was for this and against this they made war.

Could any one expect less? Then, why wonder at Indian difficulties?”

- Sheridan, Annual Report of the General of the U.S. Army in 1878

But Monkman recounts this gruesome history in a profoundly queer way – recentering the scene on the millennia old sustainable indigenous hunting practice of the Buffalo Jump.

The Buffalo Jump – a practice of both using and sculpting the landscape in such a way that buffalo could be skillfully driven to and off the edge of cliffs, providing food and sustenance for plains people.

But here, in Monkman’s queer account, there is a different casualty to Miss Chief’s buffalo jump.

It is not the buffalo but rather the bone china that is broken.

In pieces is the industry built on genocide, and perhaps too the hard yet fragile whiteness of the bone china.

The buffalo, the source of that bone, the sustenance of a people that was rerouted into the source material to be extracted for this brittle white industry… rises again.

It is not the same buffalo as before.

It is a frame, a gesture, a potential.

Crawling out from this rubble, a small heard of modernist cyborgian bison rise towards a very different future life.

The future for Monkman offers us is of a different life.

A queer remaking of the present past.

Monkman does not give us a logistics plan. But he does give us a map of sorts.

Writing in 2013, my colleague Michelle Murphy asks us to return to a politics of reproduction in an exciting paper ‘Distributed reproduction, chemical violence, and latency’, Murphy engages the question of ‘reproduction’ differently.

Hers is not the reproduction of the heteronormative imperative of individual liberal subjects,

rather, Murphy draws on diverse but specific feminisms- women of colour, indigenous, Marxist, queer, and techno-scientific- to think through the ways that reproduction is a practice “occurring beyond bodies within uneven spatial and temporal infrastructures.”

Murphy wants to re-center the question of reproduction in a coalitional feminist politics without its normative biopolitical baggage.

She approaches reproduction as something ‘assisted’ by the extensive infrastructures of “state, military, chemical, ecological, agricultural, economic, architectural—that “assist,” alter, rearrange, foreclose, harm, and participate in the process of creating, maintaining, averting, and transforming life in inter-generational time.”

Thus ‘assisted reproduction’ is violently uneven and distributed along profoundly racialized lines.

This resonates with Ruthie Gilmore’s conception of racism as, “the state-sanctioned or extralegal production and exploitation of group-differentiated vulnerability to premature death” (2007, 28).

For Murphy, what is crucial to the politics of distributed reproduction is not the maintenance of proper heteronormative human and nonhuman bodies, but instead the sustaining of capacities to live intergenerationally.”

Murphy asks, “If, in studying reproduction and participating in reproductive politics, one aims not just to reproduce the same, not just to give in to the breathless futurism of contemporary anticipatory impulses, then how might our attention to the responsiveness and generativity of life in contemporary technoscience be interrupted, supplemented, and reoriented?”

What does this mean for Walmart? For Panama?

Toscano (in viewpoint): “Can we define or declare a relocation of political and class conflict, in the overdeveloped de-industrializing countries of the “Global North,” from the point of production to the chokepoints of circulation?”

If logistics is essentially about provisioning and sustaining both human life and the non-human animals, machines and infrastructures that constitute our ecologies,

then it is in fact not a practice, industry or assemblage that could ever be ceded to the corporate and military worlds that today work and fight under its banner.

Provisioning and sustaining are ironically the highly gendered labors of social reproduction that peoples and movements have always done.

Today, however, we can see explicit take-up of logistics by disruptive movements, in an alternative register.

Now a critical element of social movements (occupy, social forum), organized under this name, and a field that activists are actively exploring investing in further for the future,

we might also include earlier experiments with provisioning and sustaining movements – for instance the black panthers breakfast programs – as alternative logistical politics par excellence.
